Internet Information Security Technology(Beijing) Reporting Center [1] (referred to as“ICP Reporting Center”hereinafter) was established in December 2003, authorized by the State Council Information Office, the former State Council Informatization Office and the former Ministry of Information Industry(now the Ministry of Industry and Information Technology), in accordance with the provisions of the State Council’s "Regulations on Information Services for the Internet". The ICP Reporting Center is responsible for the filing business of the Ministry of Industry and Information Technology and other government departments, as well as the filing business of Beijing’s website information security technology.
ICP filing is divided into ICP search record and ICP filing, also simply called website filing. ICP filing is an integral part of the safety of Internet information services in China. It requires domestic websites to submit relevant background information to the ICP filing office, which shall review the filing materials, issue ICP filing certificates and filing numbers after passing the review, and record them in the ICP filing management system.
For commercial websites, filing is generally in accordance with ICP filing(Commercial). ICP filing(Commercial) is also known as business website filing, which requires websites to provide business license registration materials and website background information,after which the websites will go through the filing process, and eventually get the ICP number after the review is passed. It is a necessary process for any commercial website to win the trust of customers, the ICP file number can be used to prove the authenticity of the commercial website, and it is also necessary for the website to get corresponding legal protection from the Cyberspace Administration of China.
